The chart for winter in Germany refers to the Sun’s entry into Capricorn on December 21, 2022, observed from the capital Berlin:
The chart is valid from then until the next Aries entry at the end of March 2023, the beginning of spring. At the same time, the autumn chart for the Libra ingress of the Sun continues to apply with priority and is only modified by this one.
Summary
In addition to the continuing topical issues from the Libra ingress in autumn – the fate of Chancellor Olaf Scholz and the difficult situation in the manufacturing economy – this winter is mainly about the supply of natural resources, mainly oil and gas, but also agricultural products. Surprisingly, however, the situation will be somewhat better than one might expect based on the current situation in December 2022. Rather, it will be the case that changes in foreign relations and court decisions will mitigate the situation somewhat."[1].

Mood
The mood is depressed by external resource shortages but better than one might expect. New social movements are gaining momentum. However, these movements remain diffuse in form with unclear demands and vague goals. There is much enthusiasm for change and political rallies are well attended.[2]
The perceptible mood, however, is warlike; the upper classes in particular lust for violence and war, and this makes compromise difficult. It is unlikely, however, that Germany itself will participate in acts of war.[3]
Health Situation
In terms of health, the population is, to put it bluntly, in a bad way. Epidemics and, for these and other reasons, a generally depressed state of health lead to high sickness rates and low spirits but not to completely dramatic scenes. A very high death rate and a very low birth rate are a distinctive feature of these times. The high death rate will be discussed but disputed among the higher classes. The declining birth rate will be widely ignored.[4]
Politics
German Chancellor
Chancellor Olaf Scholz was already struggling in the autumn horoscope and is also in a difficult situation here because of the tight supply situation with raw materials. It is very likely that it is a scandal related to foreign political relations that is causing the chancellor to stumble.[5]
Federal Government
The federal government, that is, the executive branch apart from the chancellor himself, can benefit from the generally brightening mood and manages to build trust through relatively effective and truthful communication.[6].
Bundestag
The Bundestag, the legislative branch, has a rather difficult time in contrast to the government: Introduced laws are unhappily formulated and lead to high and excessive government spending. Conflicts between the parties erupt, a belligerent mood spreads and prevents compromises. The ruling party loses influence and the legislative process is delayed or even completely paralyzed as a result."[7]
External Political Relations.
Here the very negative forecast from the autumn horoscope continues to apply but Germany as a whole will be able to draw its own successes from the situation abroad. Interestingly, this – in itself positive – development will have a rather negative effect on Chancellor Olaf Scholz.[^ForeignRelations.]
Economy
Industry, manufacturing
While industry is generally on the downswing, as per the Autumn chart, new laws or regulations actually boost the economy and households in terms of natural resource supplies. In addition, significant positive changes in foreign political relations can be expected to begin, which will also affect the manufacturing sector.[^VenusTriUranus]

Agriculture
Agriculture can recover somewhat this winter and be better prepared for the sowing and harvesting season. However, it is at particular risk from ineffective to harmful government actions, especially affecting foreign relations – likely political sanctions will make supplies of important resources, such as gas for making artificial fertilizer, inadequate.[8]
Financial speculation, tourism, entertainment industry.
These three areas are isolated and sharply limited in potential. Overall, it will tend to dip slightly here, but no outliers up or down are to be expected.[9]
Foreign trade
Things are not looking good here, though not catastrophic either. War and crises in other nations are causing sharp drops in economic relations. Aggravating court decisions exacerbate this trend.[10]
The Ascendant is in the sign Virgo, which is ruled by Mercury. Mercury is in the 4th house, which represents natural resources, agriculture, real estate, and rural areas. Mercury is peregrine but in an angular house and is strengthened by a sextile with Neptune in the 7th house of external relations and a trine with Uranus in the 9th house of courts and universities. ↩︎ ↩︎
Mercury is in a close (2°) sextile with Neptune suggesting mass movements, possibly linked to foreign policy issues since Neptune is in the 7th house. However, Neptune represents emotionally charged mass movements with no clear path to a defined goal. The revolutionary spirit results from a trine with Uranus. Since Uranus is in the 9th house of courts and universities, change is expected to come from court decisions or university movements. ↩︎
The Moon represents the upper classes and comes into an increasingly direct opposition to Mars, the planet of martial conflict. If Mars and the Moon were in corner houses, it would strongly suggest war. While they are not, they are very close to the zenith and nadir. Accordingly, it will probably stay at the level of a bloodthirsty basic mood. Escalation is possible but unlikely. ↩︎
The 6th house of public health begins in Aquarius, ruled by Uranus. Uranus is again in exile in Taurus, the most unfavorable position. Uranus nevertheless has positive aspects (trine Venus, trine Mercury), so we do not need to expect the worst. Mars as ruler of the 8th house indicates a strongly increasing death rate, Saturn in the 5th house decreasing birth rates. Mars is in an opposition to the Moon, the planet of the higher classes. Saturn, however, is completely unaspected, so no one will talk much about the birth rate. ↩︎
The Sun represents the head of government and is peregrine in the 4th house (agriculture and natural resources), which, however, as a corner house brings some power. On the other hand, the Sun is very unfavorably positioned in a direct square with Jupiter which speaks for a scandal. Also applying is a – albeit very wide – square with Neptune which implies a very unfavorable forecast, also in terms of scandals. Given that both Jupiter and Neptune are in the 7th house of foreign relations, the source of this revelation is likely to be abroad. ↩︎
The 10th house represents the executive branch and, like the Ascendant, is ruled by Mercury. Mercury represents communication and is peregrine but in positive aspects (see also [1:1]). ↩︎
The 11th house represents the legislature and is ruled by the Moon. This moon is peregrine in the falling 3rd house and in direct opposition to Mars. ↩︎
The 4th house of agriculture is ruled by Jupiter, which is peregrine but at least in the corner house (7th house). At the same time Mercury and Venus are here, which have quite good positions. The weakly placed Sun also in the 4th house indicates problems with government policy while the position of ruler Jupiter in the 7th house alludes to entanglements with foreign policy. ↩︎
